SNACK* Onsite Reopen Plan

SNACK is a 501c3 not-for-profit organization providing year round weekday, after-school and weekend recreational programs designed and staffed to address the needs of children, teens, and adults with Autism Spectrum Disorders and other similar developmental and behavioral disabilities. This reopening document has been prepared in compliance with the CDC and NYC DOHMH COVID-19 guidelines. 

 

As specifically outlined in these expectations we shall outline in our reopen plan how SNACK plans to:

  • Reopen the facility for in-person instruction and post on our website, www.snacknyc.com, updating it as needed ensuring our staff, members, families, community, and all necessary agencies can see what is happening in real time

  • Monitor health and safety conditions by containment of potential transmission of COVID-19 in accordance with CDC and NYC DOHMH COVID-19 guidelines

  • Address closure of the facility and in person instruction if necessary by widespread virus transmission

 

SNACK Onsite Reopen Plan is being posted on our website and shared with families and staff as well as via administrators in individual meetings and phone calls/zoom discussions as needed to answer specific questions and personal matters/concerns that may be unique to each families/individuals needs or confidential circumstances.


 

Monitoring Health and Safety Conditions

 

Entering and exiting SNACK facilities - in order to limit exposure and mitigate risk factors: 

  • Staff and members may only enter the facility after passing a health screening.

  • SNACK will encourage use of the stairs for staff and members whenever possible. Elevator use, when needed, will be limiting transitions to no more than 2 staff and 1 member in the car at a time. 

  • All staff must be wearing appropriate PPE, including face coverings. All staff will be double masked while in the facility. If any staff cannot wear a face covering due to a medical issue or religious belief, please inform SNACK so that reasonable accommodations may be considered.

  • Wherever possible and safe, doors (i.e bathrooms, classrooms) will be propped open to limit touching handles so long as access control can be achieved.

  • Hand sanitizer dispensers will be available and accessible upon entering and exiting the facility.

  • Signs will be posted reminding staff and members to use sanitizer, PPE, and maintain social distancing.

  • Members' parents/caregivers will call SNACK when nearing or at the facility so their screening can be prepared. For dismissal, parents/caregivers will be required to wait outside of the facility and members will be brought to the entrance. Parents/Caregivers will not be permitted in the facility outside of an emergency situation. 

 

COVID-19 health screenings and temperature checks:

  • All staff will be required to be tested every two weeks for COVID-19. Test results will be submitted to Directors on predetermined days. 

  • For ALL those entering the facility SNACK will require the completion of our SNACK* COVID-19 Screening Questionnaire to identify any individuals who may have recently been exposed to COVID-19, show any symptoms, and who may have come into contact with anyone in their household that may have recently been exposed to COVID-19 and/or show symptoms. If an individual answers positively to any question in the questionnaire or if an individual presents a temperature of greater than 100.4 degrees Fahrenheit, the individual will be denied entry into the facility. If the individual in question is a member they will be sent home. If the individual is staff then they will be immediately sent to MedRite to get a rapid COVID-19 test.

  • SNACK will follow the NYC DOHMH requirements for determining when individuals will, staff and members, who screened positive for COVID-19 symptoms can return to the in person work/programming environment. Individuals will be able to return to SNACK after a required 10 day quarantine/isolation period. 

 

Staff or members who show symptoms while at SNACK will immediately be brought to the “quarantine room” and asked to be picked up as quickly as possible: 

  • An office space away from general use on the 2nd floor of our 316 East 53rd St facility has been modified specifically for this purpose to serve as an isolated space for members and staff to stay until they are able to leave the facility.

  • A SNACK staff person will monitor the room from a safe distance to ensure members are safe. 

  • Specific cleaning and disinfecting procedures will be followed as specified by CDC guidelines for both the “quarantine room” and the room the staff or member were in prior to symptoms occurring that day.

 

Immediate response and cleaning protocols:

  • If a positive COVID-19 case is discovered at SNACK then we will immediately close the whole facility for 24 hours to clean and disinfect all areas. Facility will reopen after cleaning/disinfecting is complete.    

 

Individuals cleared as not having COVID-19 can return to work/programming:

  • Individuals will be able to return to SNACK after a required 10 day quarantine/isolation period. 

  • Once there is no fever without the use of fever reducing medicine for 24 hours


 

Handwashing and Hygiene Protocols:

 

Personal protection equipment (PPE):

    SNACK will require all staff and visitors to wear masks throughout the programming day. We encourage members who are able to also do so. We understand that this may be difficult for some members due to sensory issues, health, and anxiety issues relating to their disabilities. Staff will work on mask wearing practices with members throughout the programming day. 

 

SNACK follows all hygiene requirements as advised by the CDC and NYC DOHMH - these currently include:

  • Training all staff and members on safety and hygiene. This includes adapting information/practices in meaningful ways for members that may include but aren’t limited to social stories, curriculum adaptations, and/or picture signs. 

  • Creating extra time in the schedule for hand washing, especially after restroom breaks, lunch, using shared equipment, or other higher risk activities.

  • Providing easily accessible hand sanitizer dispensers filled with at least 60% alcohol-based sanitizer throughout the facility where hand washing is impractical. 

  • Providing hand sanitizer and wipes in common areas or near shared work spaces (i.e computers, phones, copy machines)

 

Cleaning and disinfecting:

  • SNACK custodial staff are primarily responsible for common and routine cleaning of items and areas throughout the facility as well as responsible for oversight of PPE refills, hand sanitizer, wiping down door knobs, common areas, and any major clean up needed during the day. Per DOHMH guidelines, the custodial staff will keep logs that include the date, time, and scope of daily and weekly cleaning and disinfection. Extra time and appropriate materials will be made available and prioritized to ensure realistic execution of all protocols throughout the day.

  • A contracted cleaning service will be at SNACK weekly to deep clean the facility. They will also perform monthly COVID-19 Electrostatic Disinfectant Spray Cleaning. 

  • As much as possible individual materials will be prioritized to encourage limited exposure. Shared items will be cleaned and disinfected between use and be the responsibility of the supervisors and 1:1 staff to maintain. The custodial staff will also be available to assist. If items cannot be cleaned sufficiently in the moment they will be isolated in a designated box and cleaned/disinfected by staff at the end of each day and available by morning for use again. 

  • Members will each have their own personal supplies (i.e art supplies, music instruments, yoga mats) that they will use instead of using common materials. Each member’s supply will be labeled and stored in an individual bag that ensures separation of materials. 

  • Materials and tools used by staff are regularly cleaned and disinfected. 

 

Food management:

  • SNACK does not provide meal service. 

  • Common areas and food related appliances will be limited and disinfected regularly. 

  • Staff and members will be encouraged to bring lunch from home to limit delivery traffic at the facility.   

  • Individually wrapped utensils and cups will be provided to limit touch exposure. 

  • Snacks or foods will only be shared if in individually wrapped packaging/servings to avoid unnecessary exposure. 

 

Restrooms:

  • Restrooms will be cleaned and disinfected frequently during the day following recommendations established by the NYC DOHMH.

  • Supervisors and 1:1 Staff will be responsible for cleaning up after each member's use. 

 

Social distancing:

  • SNACK will ensure appropriate social distancing between staff and members at all times while in the facility. Staff that are working 1:1 with a member in which the core activity requires a shorter distance then mask wearing and other barriers (i.e face shields, sneeze guards) will be used to mitigate risk and maintain appropriate health measures. 


 

Physical Space - COVID-19 related changes within SNACK onsite include:

 

Activity rooms:

  • All tables will either have appropriate partitions between them or a full 6 feet distance across the room. 

  • Shared surfaces or work spaces will be limited and disinfected between use. 

  • There will be no more than 10 individuals (staff and members combined) per group. Each group will have a full floor of the facility for use. Each group will consist of a supervisor/lead and 3-4 member/staff pairs.

 

Common areas and administrative offices:

  • Common areas will be marked with signage and tape on the floor to ensure safe social distancing and walking traffic.

  • Administrative staff are limited in person at the facility and have been appropriately spaced to ensure safe distancing. Sharing of work spaces are limited and cleaned/disinfected frequently.

 

Ventilation:

  • Facility windows are encouraged to be open during programming to allow for additional airflow. Activity rooms, common areas, and offices will have individual fans available to increase airflow. 

  • AC units have been installed with UV Light filters for extra safety precautions.
